Health Services Holdings, Inc.
Health Services Holdings, Inc. (HSH) is the parent company of Health Services Advisory Group, Inc. (HSAG), Health Services Advisory Group of California, Inc., and Florida Medical Quality Assurance, Inc. (FMQAI). HSH and its three subsidiaries employ more than 370 staff members.
HSAG, Arizona
HSAG serves as the Medicare quality improvement organization (QIO) in Arizona and provides external quality review (EQR) services for 13 states. It was founded in 1979 by a group of medical professionals whose goal was to make a difference in health care quality improvement. Since 1979, HSAG has served as the Arizona QIO to improve the effectiveness, efficiency, economy, and quality of services delivered to Medicare beneficiaries. Since the early 1990s, HSAG has functioned as an external quality review organization (EQRO) for Medicaid recipients and Medicaid state agencies across the nation.
HSAG, Arizona has three divisions:
- Federal-responsible for Arizona Medicare quality improvement work under contract with the Centers for Medicare & Medicaid Services (CMS).
- State & Corporate Services—responsible for external quality review work of Medicaid programs, medical review services for the Department of Defense (DoD), as well as the private sector, and NCQA HEDIS Compliance Audits and CAHPS survey services for customers across the nation.
- Surveys, Research & Analyses—responsible for the administration of the Medicare Health Outcomes Survey and the national implementation of the Hospital Consumer Assessment of Healthcare Providers and Systems (HCAHPS) Survey.
HSAG of California
HSAG is California's newly contracted Medicare quality improvement organization (QIO) since August 2008. As the California QIO, HSAG works with providers throughout the state, seeking to influence the health care system and the care that is delivered so it can be made safe, effective, timely, patient-centered, efficient, and equitable by examining processes of care and assisting in process improvement. Over a three year period (2008–2011), HSAG will center its quality improvement activities on beneficiary protection, patient safety, and prevention.
Florida QIO (FMQAI) Doing Business As HSAG of Florida
FMQAI is the Medicare quality improvement organization (QIO) and the End Stage Renal Disease (ESRD) Network for Florida. FMQAI also supports the Medicare beneficiary protection component of HSAG’s California QIO responsibilities. As the Florida QIO, FMQAI protects Medicare beneficiaries' rights by reviewing their complaints pertaining to the quality of health care services received from Medicare providers. FMQAI further protects Medicare beneficiaries' rights to question termination of services for discharge from hospitals. These protections are initiated through the FMQAI beneficiary helpline and the hospital discharge and notice of noncoverage appeals service center. FMQAI also implements projects focused on improving the quality of health care services for Medicare beneficiaries.
In its role as the ESRD Network, it provides quality improvement, data management, grievance investigation, technical assistance, and patient and professional education services for dialysis providers and patients in Florida. FMQAI joined HSAG under HSH in 2003.
